The Work: 

The Program Manager serves as the delivery leader for large, complex customer implementation program involving a SaaS deployment with integrations into other agency solutions for this very large and critical customer. This role is responsible for guiding the customer through the successful implementation and organizational adoption of Lexipol solutions by combining disciplined project management, business analysis, solution implementation, technical coordination, and organizational change management practices.

This position leads multi-phased implementation program for our Performance Reporting Suite from project initiation through post-production stabilization while serving as the primary point of contact to customer executive sponsors, business stakeholders, technical teams, and implementation partners. The Program Manager works closely with agency leadership to define business objectives, document functional and technical requirements, coordinate software configuration, oversee system integrations and historical data migration, manage project governance, and facilitate organizational readiness for the transition from legacy systems to the Lexipol platform.

The role partners with Lexipol Product, Engineering, Professional Services Specialists, Customer Success, and third-party vendors to ensure successful delivery of integrated solutions while minimizing operational disruption and accelerating customer adoption.

Key Performance Objectives:

Enterprise Project Leadership (30%)

Lead enterprise SaaS implementation program utilizing formal project management methodologies and aligned to LASD contractual requirements.

Develop comprehensive project management plans including scope, schedule, budget, risks, quality, communications, and stakeholder engagement.

Establish project governance, steering committees, executive reporting, and decision-making frameworks aligned to the contractual requirements from LASD.

Facilitate recurring project meetings, executive briefings, status reporting, issue resolution, and risk management.

Coordinate cross-functional project resources across Lexipol, customer organizations, and third-party vendors.

Manage project dependencies while ensuring successful delivery against contractual commitments.

Business Analysis & Solution Design (20%)

Facilitate discovery workshops with agency stakeholders.

Document identified requirements,

Document business, functional, technical, reporting, security, and integration requirements, solution gaps, agency view of gap impacts, and other needs to meet contractual requirements from LASD for project deliverables.

Develop or Partner with Cross Functional resources to create Software Development Lifecycle (SDLC) documentation to meet LASD contractual deliverables.

Document configuration decisions and any other project decisions ensuring alignment with agency approval processes per the LASD contract.

Validate delivered functionality against documented requirements by overseeing both internal and external testing activities and documenting outcomes

Maintain the project plan, risk register, and other issue, decisions, actions logs to support regular progress reports and escalation of issues in a timely fashion.

Technical Delivery & Integration Coordination (20%)

Coordinate technical implementation activities supporting SaaS deployment.

Partner with customer IT teams to develop integration strategies between Lexipol and agency enterprise applications.

Coordinate API integrations, authentication, identity management, and data exchange activities.

Coordinate technical testing including all phases outlined by the LASD contract needed to obtain appropriate agency approvals for work and invoicing approvals.

Collaborate with Product and Engineering teams to resolve technical issues throughout implementation.

Organizational Change Management & Customer Adoption (15%)

Develop organizational readiness strategies supporting successful customer adoption.

Assess organizational impacts resulting from new business processes and technology.

Partner with agency leadership to establish change management strategies.

Develop communication plans supporting project milestones and organizational awareness.

Coordinate training strategies and end-user readiness activities.

Support executive sponsors in driving organizational adoption.

Customer Partnership & Stakeholder Management (15%)

Serve as the trusted advisor to executive sponsors and agency leadership.

Build collaborative relationships across command staff, operational leaders, technical teams, and project stakeholders.

Facilitate consensus among competing stakeholder priorities.

Manage customer expectations through transparent communication and proactive issue management.

Present project status, recommendations, risks, and mitigation strategies to executive leadership.

Support contract scope management and change request processes.

Required Qualifications:

Required Experience: to be considered for the role, you will have this experience:

8–10+ years leading complex enterprise software implementation projects.

Demonstrated experience managing large governmental or public sector technology implementations.

Experience with large (over 3000 users) customer facing system implementations for government contracts

Strong business analysis experience including requirements elicitation and SDLC documentation.

Experience leading enterprise SaaS implementations utilizing phased deployment methodologies.

Experience coordinating enterprise system integrations and data migration activities.

Strong understanding of Agile, Waterfall, and Hybrid project delivery methodologies.

Experience facilitating executive steering committees and governance meetings.

Exceptional communication, facilitation, negotiation, and presentation skills.

Ability to manage multiple concurrent workstreams within large implementation programs.

Bachelor's degree in Business Administration, Information Systems, Public Administration, Computer Science, Project Management, or related field.

Preferred Experience:

PMP or Program Manager certification or equivalent project management certification preferred.

Public safety, law enforcement, corrections, fire, or local government experience.

Experience implementing CJIS-compliant or government SaaS applications.

Knowledge of enterprise integration technologies including REST APIs, SSO, Active Directory, Azure AD, and middleware platforms.

Experience with Microsoft Project, AdaptiveWork/Planview, Jira, Azure DevOps, Smartsheet, or equivalent PM platforms.

Experience developing business process models using BPMN or Visio.

Prosci Change Management Certification or equivalent organizational change management experience.

Experience supporting cloud-based software implementations.

Experience with data conversion and enterprise reporting solutions.

Successfully document and validate customer business requirements prior to solution configuration.

Coordinate successful system integrations and historical data migrations with minimal business disruption.

Maintain high customer satisfaction (CSAT) and executive stakeholder confidence throughout implementation.

Reduce project risks through proactive governance, issue management, and stakeholder communication.

Ensure customer business processes are successfully transitioned from legacy systems to the Lexipol platform.

Produce complete, accurate, and auditable SDLC documentation supporting enterprise implementations.

Compensation and Benefits:

Lexipol offers a competitive base salary, monthly, quarterly, or annual incentive and a comprehensive benefits package including 401(k) with Company match and a flexible paid time off plan.

Base salary for this role is $115k to $130k, depending on experience, plus bonus opportunity.
